1) apt-get install python python-psyco ccache patch m4 gcc
 (libgtk2.0-dev is also necessary at the moment, grr)

2) check out oe-netbook:
 cvs -d :ext:<username>@cvs.psiondev.com:/var/lib/cvs co -ko oe-netbook

3) edit setup.sh to have the correct paths for oe, oe-packages and oe-netbook
for oe and oe-packages you should just reference the central cvs-snapshots:
 /var/home/autobuild/oe/oe-exported
 /var/home/autobuild/oe/oe-packages-exported

5) source setup.sh

6) oemake soho-image
